I need to fix a bunch of the return signatures in utils.py. I am returning None in places where I specify only a non-none value. Fix the return signatures or functions so that they return properly. This has large rework potential because of how many other functions will need to handle the None returns if that's the way I go.

Functions are marked with TODOs.
