Announce the new council in the voting channel. Allow clan council elect to send messages in voting channel. Then send high council election message.

Bonus: Send each member a dm instructing them to read the council_welcome and council_rules channels. I just don't know how I will link the channels in a dm properly.

I think this can be combined with the high council election announcement step, as they can happen right after one another.
