Move the election channel into archive. Send message in announcements detailing the new council. Remove the elect role and add the council role.

Bonus: Remove the council role from those who are no longer in council. Won't work on a high council member unless the bot is the highest level role in the server. Will have to see if they would like the bot to manage that. It cannot manage owner migration.
Might need to track the current council members in database for this to work.
