Would be fun to allow members to opt in/out of some birthday fun.

Add a command to allow a user to enter their birthday. This birthday will be added into a database of users/birthdays. Every day, the bot will make a list of birthdays. If a user is tagged or sends a message and their birthday is in the list, the bot will react with the birthday emoji.

Extra fun: Kandy has a 1% chance of being added to the list on any day.

Just need to add the command and test getting users from the database.
