Bot isn't complete with the loop/election cycle object creation. Just need to create the correct object for whichever term we are in and create the new object when the current cycle is over.

Bot compares date with election start and term start. If date is between those dates, then it is in an election cycle.

Bot sets a boolean in the term start action that allows the current cycle to be deleted.
