Bug. The daily loop isn't starting out the election properly.

Fixed a bug on main before it became a more serious bug. Now the bot is creating two channels and getting stopped by unique requirement in the database.

Turns out I didn't put the bot messages in the docker image. When it ran into the file not found exception, the loop tried again resulting in the constraint violation. Somehow the file not found exception was buried and I did not find it until I stepped through the program in the docker container.

Found some more bugs within the loop function. Rewrote things a little, standardized the names of values being replaced within the text, and added all dates to configs to make things easier. Testing again. Also did a dry run by changing the dates manually and everything worked.
