Bot missed last election. Need to investigate why that happened.

Might be worth to add some test cases around certain utility functions regarding dates to ensure functionality works correctly.

Ended up doing this work in add-logging. Unsure what really changed, but the staging test did fine. Will close the issue and revisit if need be, however will turn on debug logs to help understand what happens if the election gets missed again.

More context: I found out that some cakedays were missed. This is in the same loop as the election start up. I think that something is blocking at some point, and that could be the cause of missing elections and cakedays.
