Want to use Poetry for virtual environments.

Want to upgrade python version to 3.12 (specifically for String Enums introduced in 3.11).

Upgraded to 3.11 due to some error with pandas version and python 3.12.

When updating all packages, then I can try again to update to python 3.12.
