cbfd6e20bc Move limit object management into separate function. Need to also get allowed points when creating a new quarter's event point tracker.

Also change rename ParticipationPoints to EventPoints, and change EventPoints.Cycle to EventPoints.Quarter.

Limit weekly event points

Use datetime.today().isocalendar() to get a year and a week number to determine how many points have been obtained in a week.

Side note: week starts on Monday with this method.

Revamp view votes command

No longer need to break votes command into sub commands. Just want to re-design the look to make it easier to read.
