view votes can't see HC elections

Updated all database definitions to current. Just need to edit the data (election name and vote types) once done with the development.

Update packages

Current version of pandas had a problem with python 3.12. When updating, I can try python 3.12 again.

Create virtual environment and update python version.

Upgraded to 3.11 due to some error with pandas version and python 3.12.

When updating all packages, then I can try again to update to python 3.12.
